I’ve noticed this as well lately. The barcode is on bottom of letter and no stamp over the stamp. Do you cut the stamp out and glue to new envelope?

Yes. A little steam to remove and then glue on another envelope.

They probably just think if a mofo’s gonna take enough time to carefully remove and then reapply a stamp…he deserves it to get through, lol.
