They do note at the end that the bill is unlikely to pass this session (and there’ll be a change in majority for next session).
TBH there’s some good stuff in there, along with some things that’ll put a wrench in some people’s livelihoods. On the good side, reducing regulations for non-CBD industrial hemp producers and making it easier to get into that field. On the not so good for some people… excluding any CBD product that has even a trace amount of THC from the definition of hemp. Basically making CBD products cannabis for the purposes of the law (and obviously excluding any synthesized hemp THC products or other forms of THC).
We’ll see what happens. The trend is usually nothing, but they’ve put it off for awhile and all of the loophole products probably create some incentive to act.
Different states are different, but I think Vermont simply changed language and made hemp derived manufactured THC products illegal in the state.
And yes, they did it in part to protect the regulated industry.
