That’s a lot more than the gubmint requires in CA. I got my license in one weekend for about 50$ and didn’t have to take the exam at a Dept. of Motor Veh. office, they just passed the whole class & mailed us all. No CC limit either(only for children under 18?).
I’m reminded of when a friends cousin visited from Denmark and was astonished that I was on my 15th used car and all of his friends had Vespa’s. 
…and the Germans that coudln’t belive a walk-in closet(wardobe).(
