You want to pull it. First rule of hvac is its easier to pull air than push air.
Its simple of you think about it. You put a fan on top pulling out of the bucket, its creating low pressure inside the bucket. Which makes the higher pressure air outside push into the bucket through the holes. Theres a whole lot of air out there pushing into a small volume, which makes it flow faster.
Conversely, if your blowing into the bucket your creating a small amount of high pressure, now to relieve that pressure it has to compress even more as it blows through those holes and tries to push all that air outside away so it can escape.
So yes, bucket of holes filled with charcoal will make a great filter, but pull through the charcoal, dont push.
Activated charcoal has been heated over, I think its 1000 degrees to poof it. Basically it has a huge surface area after its been activated.
