As I understand it, the current hypothesis is that the existing haplogroups of (BLD, NLD) and (BLH,NLH) originated separately from an intermediate haplotype. The differences in morphology then occurred because of periods of glaciation meant populations became isolated from each other and consequently they evolved separately. This suggests that the overall morphology, I.e narrow leaves vs broad leaves etc co-evolved independently from the CBD/THC synthesis. Also, the use of hemp on the Iberian Peninsula mostly coincided with the rise of the Spanish and Portuguese navy empires, and archeological pollen samples for the most part don’t show any drug type culivation, though with the Muslim occupation being the likely source of drug types it would seem likely it would have happened.
There is also pollen evidence for thousands of years of hemp plants being grown in Europe but not drug types so that didn’t arrive till much later and by a different introduction.
Imho the most likely route that the drug type got to the Americas would have been via Indian indentured labor that was shipped to the Caribbean after slavery was abolished by the British, also likely the source of weed in Jamaica.
