Maybe, some power supplies are auto-ranging and, in that case, you can. You may suffer a slight reduction in efficiency and output since auto ranging supplies tend to be optimized for the higher input.
In some other cases, power supplies may have that ability but there is some internal wiring (in the case of transformer based conversion) or an external switch that you need to flip or re-wire.
