“They” is sort of a catch-all for anyone who can influence public policy. Sorry for the confusion. I know, for a fact, that the powers that be suppress information. My battalion was OPCON to JSOC (Joint Special Operations Command) for my first deployment to Iraq. We were told to keep our mouths shut about what we saw and we signed statements of non-disclosure. Information gets suppressed all the time.
You can understand why no one wants a billion or so Christians to find out their god is a flesh-and-blood mortal from another planet. Now imagine how Muslims would respond…
While I have no evidence about the powers that be suppressing information about ETs, I don’t put it past them. Look at the lies and tricks used to get us into such as the sinking of the USS Maine, the Gulf of Tonkin Incident and the WMDs in Iraq. Lying about the existence of ETs is a given. Hell, lying about anything is a given.

It is my theory, without evidence, that if alien societies do exist, and have mastered interstellar travel, they wouldn’t give two shits about us. We have nothing they need and we wouldn’t be considered a threat. If they’re warlike, and aware of our existence, we’d already be dead. If they are aware of us, it’s probably in an “oh neat how interesting” way.
Why tell us at all…why “prepare” us? If “they” have so much power and are so good at keeping secrets why even bother? If it was such a thing people would get so riled up over, how come no one cared about the UFO footage and acknowledgement of such by governments? Muslim world gets more pissed about cartoons than it does aliens. Besides, religion will just call them angels anyway.
