To me it looks to be regenerating and shooting single leaves making it indeterminable at this time. And yes, PM.

Powdery mildew. Also it looks like a reveg.

A reveg that kept flowering.

It does not rub off
Spray it with water and baking soda mixture.

We also call it WPM or white powdery mildew.
