Some hospitals are state owned and operated, however, the majority of hospitals are privately owned for profit businesses. It’s true that hospitals are licensed and/or certificated by the state, but that not the same as being a state institution.

Gotta disagree there. My wife works at a place where they refer to empty beds as missed real estate. It’s a game to milk the insurance companies through the teat of the individual.
