I recall tennis clubs, especially ones that teach classes often have surplus of balls when they no longer have the right bounce to play with.

I figure, for how far i drove i payed for them in gas. So it was worth it. My dog will be enjoying fetch for a while, someone dmed me with info against tennis ball for dogs. I learned the maneuever for dislodging a choking dog. And i also read that you need take the tennis balls away after each play session. Another place called me and was charging, most places are. Im sure humane shelters have people whom donate to them. Im not complete sure. All i know is i was looking for a ton of tennis balls. To last for a long time. For no charge, besides my long drive and my gas bill.
