edit: Gotcha. The whole letter was a joke… aimed at regulation of new technologies, I guess. Despite the joke, though, people are actually going to be using the thinnest excuses to regulate and control this because it disrupts the balance of power for a lot of powerful people. I don’t think it’s all that funny, personally.

In other words, they’re both impossible because scientists have been trying and failing to figure it out for over 100 years… which would be ironclad evidence, if we knew everything. Some of us may be certain we know everything, but I suspect we don’t. A few hundred years ago, we were certain we knew that the sun revolves around the flat earth.

the probability is extremely low. Nevertheless it isn’t funny if you have to explain it. Or in this ‘climate’ blow up before you even finish reading.
