Try giving nearby labs a call. Tell them that the test is for personal research and is non-commercial / not-for-commerce. Might work.

I think this is the way, it seems like what NY labs are saying is just show up and say it’s R&D like this one in Garden Park City on Long Island:

The ny labs are for the licensed cultivators. The panel used to be 1300.

Might I suggest a hemp lab for r&d where you can choose what you’re testing. You’ll obviously fail for the hemp being hot

I would love to see some home growers do the full panel. It would be interesting to see how they do.
