That is a “dibbler”, a tool for making a hole in the ground to plant a seed.

Yeah, I have tons of dibblers. Pencils, sharpies, broom stick etc.
I have seen a dibbling board that is a piece of wood with a bunch of pegs on it to dibble a whole flat at once. Seems “extra” but maybe if I seeded dozens of flats at a time I would feel different.
