It is a safety badge, gave you power to stop buses and parents to allow other children to cross roadway at school grounds.
They pick certain kids to help out the staff directing traffic.

Nothing like dating us oh my and the 13 channels on the TV with one of them being the UHF and you had to get up and turn the dial on the TV and it was black and white oh my
The first TV I remember having had A-J and 0-13…not sure what the channels A-J were all about…or 0…lol…but they were there. Was a 23" (maybe 26") 500 pound zenith floor model…lol
We used to get two different UHF channels out of one city. One was really lousy but we got the Saturday Night Creature Feature and right after was Scream-In with the Cool Ghoul on the other. That was out of Cincinnati. On Friday Nights we used our Antenna turner (before my Dad got this we kids were the turners, but this was better in the winters) to turn the antenna to Indianapolis so we could watch Nightmare Theater with Sammy Terry.
