For a 5X5 canopy any of the FC6500, FC8000, FC-E6500, FC-E8000 would be great or the TS3000 would work fine for seedling to veg.

Answer to question 2:
Seedling: using 1.5" rockwool cubes or 3,5 cm coco jiffys, and depending how much space you put between then, you can put from 1 to max. 1500-1600 seedlings in a 5x5 feet tent.
Vegetative: using 5" rockwool cubes, or 13 cm pots, you can put from 1 to max. 100 vegging plants.
Flowering: using 10" pots, or 26 cm pots you can put from 1 to max. 34 flowering plants. If you want to be using 5" or 13cm pots for flowering…(I do), you can fit a max of 100 plants.
A number around the half of the maximum capacity should be ok for most growers (Seedling: 800-Veg. 50. Flowering 25-50). But it depends on growing style and phenotype of plant.
You must adjust to the plant phenotypes and growing styles.

5 x 72 slot seedling trays in a 5x5 =360 seedlings, 25 in veg stage in 1 gallon pots and 5 in flower stage in 5-7 gallon buckets

vegging plants a little less,cut the quantity to container/growing style.Soil and coco have very different numbers.Let’s say 1 to maximum 200
For flowering stage maybe 1 to 100 or half hundred bigger plants

With my grow style and resources, I could fit over 100 seedlings in a 5x5.
Vegetative: 20 or so plants in 1 gallon pots, more if you pack them.
Flowering: 5-9 in 5 gallon bags

Question n2:
A lot of seedlings could fit in the tent and the light will more than suffice,say 1 to a hundreds,depends on setups.The same goes for vegging but the number reduces to 1 to a 50 plants depending on growing style and pots.In flower considering the plant will double the size circa,just cut the vegged plants number in half

It depends a lot on your grow method
In seedling phase the only limit is the container size it can be hundreds or a few.
In veg phase the plants get bigger so the canopy of each plant determines how many you can fit in, I would say up to 16 for my grow style.
In flower phase I would say realistically for me between 1 and 9 depending on the type of method used

- You can do a lot, but I would do 30 seedlings, 12 veg, and 9 flowering (realistically you can do up to 100 of each with small plants)

With a canopy coverage of 5’x5’ the FC6500 would appropriately cover a plant capacity of 4~12 plants depending on the growing style. If running clones in a sea-of-green in small containers it could litterally be a hundred or more. 
Seedlings = 100+
Vegetive = 4-100+ (depending on growing style)
Flower = 4-100+ (depending on growing style)

WOW this is a whole extra 9 Sq.ft. of growing room for me. This is over 50% bigger than a 4x4. I am comfortable running 25 plants, this would bring it up to 36. Oh my. Hehe
