Toastyjakes got you covered bud You cannot make your own wiki at your trust level but if you tag the moderators they will be able to do it for you.

Explaining user trust levels and permissions

I’ve created this handy overview of user permissions. Basically all users after registration start on trust level 0 (New User) and their trust level is increased with their participation (by visiting, reading and posting).
