Another way is to pry the top

Remove the cap completely

Then remove the safety from the lighter with some pliers, or fingers if they’re tough enough.
No pic of that step cause all the safeties are already off and long gone from mine

Then squish the cap to close the gap you made prying it.

And fit/squeeze the cap back on

When they first came out with that safety thing on Bics it took me about a minute to realize it had to go.

I always used a little key to pop up the little safely piece. Yank it out, then use the key to bend the 2 little tabs down.

I guess I’m not they only one that’s knows that. And I certainly didn’t invent it. I was out of the loop from about 92 til 2012 chacing my career. That’s my excuse, and I’m sticking to it!
