Not sure how you back is, but if you dig out an area, set the pallets in low, you kind of get the best of both worlds for flooring. Or, the wood chips might make a good floor too.

I would be able to level the floor, enough for pallets, then dry out that clay to use as an additive later no problem.

You always get one allotment where they have the expensive tool shed, the properly terraced plot with scaffolding planks, the hunter wellies etc etc

I would want to see what you mean for clay. The soil I see in the bedded area is not what I am speaking of for clay.

I mean hard packed, sediment built, almost rock, clay.

I work like a dog so I can garden this way too.

So, I am way far afield.

If you still want to pursue the No Til option, I would lead you back to @DavesNotHere’s suggestions.

If you want to keep to just soil and your crop, row covers are a nice way to reduce weeding.
