i used to be pretty decent tracing wiring on the older cars but anything after 2000 gives me fits. would just wiring one light to the other work? or does it not put out enough power for both sides? if that works and making a circuit just with the horn that gets a sticker and he can drive until the wiring harness gets replaced.

This was kinda my thought.
Gotta be frustrating, it only being the three wires. Have you isolated which wire is giving it power when you connect the bulb? Probably going to have to trace that back to fuse box and inspect for something that probably got futzed when you pried it apart. Could be a bad/incorrect relay got installed.
Each lamp probably pulls around 3-5 amps. Going from the schema above, those relays are rated for 15 amps. Depending on the high lo beam setup (I’m not familiar with the car) if it illuminates 2 bulbs per side on high beam, you’d be pushing it by running both sides from one side’s relay.
i’m about to say to hell with it and rewire the damned things myself from the light switch all the way to the lights. use a fuse in between and see if that works. i could do it without soldering at first to see what happens.
how much would it cost to have a new wiring harness put in? ballpark.
A lot of factors to take into account. New harness or used harness, dealer doing the work or a shop or DYI.
If you go this route, make sure to get the exact same year harness for your car.
I am not familiar with Subaru’s, but other vehicle manufactures sometimes change things here an there for different years/models. You could be opening more headaches replacing the whole harness.
If you can’t figure it out yourself, I would take it to a shop to diagnose/fix your current issue. I am sure it would be cheaper in the long run comparing to throwing a different harness at it.
oh it’s going to a shop. that’s the only way he gets it paid for. it’s also way beyond me unless it goes on the bare frame at the beginning and i don’t know if i could do that any more.
