How to prevent foxtailing - or is it genetic foxtailing?

Some of the plants I harvested had buds which were fluffy (even the main buds) and maybe the buds were foxtailing.

If a plants buds are all foxtailing, then is it genetic? Can I do anything about it? Will a foxtailing plant yield less? The buds feel not very heavy…

If it is environmental, then the lights need to be raised?

I am still trying to find the right light distance. The plants seem to be able to grow very close to the lights without showing any damage. When is the time, the lights will produce foxtailed buds, so I can pay attention to that?
