Pitch Black/dark for photoperiodic plants

Bro science warning! I’ve had a plant this summer sitting in a back of a industrial like building (imagine the back of a walmart) around 80 meters away. When the sun would set, these strong lights would turn on, from my memory the strength is similar to a street lamp.

Here is streetview of the building in question.

3 or 4 of these lights had direct ‘‘contact’’ with the plant and would illuminate it during the night. If i happen to pass by during night, I’ll try to get a ppfd and DLI reading with a app on my android just to get an idea. I have a weak theory that if the light pollution is the same during the lifecycle it shouldn’t bother the plant, like small tent light leaks which I’m sure lots of people have without knowing. Theory is weak because last time i used the app to check light level on a cloudy day, it was really weak, now imagine the light level at night.
