I personally would go with a higher color temp 5000k or 6500k bulbs for veg, but they should be okay.
In the past, I’ve used 23w 6500k CFL bulbs (the spiral ones) even made a 8 socket light, and used splitters so had 16 of them running. Could remove and add more bulbs as needed, and cut some scrap sheet metal to use as a reflector.

I’d just look up quantum boards in viparspectra, bloomspect, bloom plus, or philzon can prob pick up a 100w at the wall unit for around 50 bucks. The chocolate diesel run was with quantum’s, couple viparspectra, a bloom plus and kuarez
