Don’t take my word on this. I’ve been told both ways by different members of the community.
But…I have had letters sent to me with just the non-machinable stamp and no forever stamp. And, I did just send a couple that way. So I’ll lyk if they make it. 
The post office employees are likely just as misinformed.

I guess since ure stamps are not crosse out at the bottom u still have to add a stamp

Hello, so I’ve made a few crosses and have no space currently to grow them. I have Galaxy Brain S1, Pinot Noir x Galaxy Brain, and Canna Cheese 1:1 x Galaxy Brain.
My goal is to acquire stamps from here in return for seeds, then I want to find about 10-30 people that are willing to run my genetics and document them for me since I won’t have time for the next (who knows how long)
