The HLG650R is capable of 630 Watts. Now, what is the open circuit voltage? They are slim on the details but let try to look closer. From a Youtube video of the DIY kit version, we can see the model number:
It’s the EUD-600S280DV. So what is the difference between the DT and the DV versions? DT has North America approvals, I believe.
For the dimmer, can’t really tells if the dimmer control at 0 output produces less than ~0.5V at the dimmer control. Probably does. This dimmer is set-up as a pass through mains to your power supply and they’ve rated it to 1K Watt … though the wire gauge looks ‘economy’.
I’m thinking what you’re planning will work fine. Note, BT generally has limited range. If you are planning on using some sort of gateway with IFFT or otherwise, the gateway will probably need to be nearby.
With the wiring, I’d get a 1/2 junction box and some of the cable clamp fittings from one of the big box stores, mount the dimmer to that, and do the splicing in the box with wire nuts or such.

Yes the idea is that the led is powerful and when im in flower i have to put the unit on top of the tent and the dimmer gets up there and is difficult to reach, the other problem was going back and forward to the watt meter and the led dimmer to try to set it, Note: The knob that it have is really terrible on been precise, it bust patience lmao, i have been around searching for options, example this driver can do a lot of stuff is programable, idk if have internal timer and dimmer or is a unit that you have to add to do it , i saw something in a video, can change from dimming options
