re: New Jersey I think we found the source of the problem:

On October 9, 2012, Merck & Co. announced that starting in 2014 it would move its headquarters to the Schering-Plough site (formerly belonging to Ciba, Ciba-Geigy and Novartis) in Summit, New Jersey

They never said the plants started at 30%. They use the words “hemp plant” which means it’s probably 3% cannabinoids, and they identified the gene that turns them into 12% cannabinoids.
97% chance it’s a scam.

As is the case in NJ, which took almost 4 months to simply affirm the NJ voter’s overwhelming desire to legalize recreational reefer.
But don’t even think about growing your own in the Garden State… if you grow… off to jail you go.
No growing in NY anytime soon either.

This obviously means that cannabis is still not actually legal.
