Some of that information is questionable, I have known functional alcoholics who operate perfectly well with large quantities of alcohol in their system, its when they don’t have it they can’t function.
Same with some people can drink just half a glass of wine and be all over the place.
At least they are being a bit more sensible than here in Canada, where they have a breath test for cannabis, another contradictory bit of information there. I would prefer the field sobriety function tests to a breath or blood test to determine vehicle operation saftey.

My dad knew cops when he was growing up and he said back in the day they would burn all the weed from the evidence room in metal garbage cans a few times a year. He said it was customary for other cops, on and off duty, to come pay a visit to the officers tasked with burning it. Said they’d pull up for a few minutes and chat while their car filled with smoke, roll up the windows and go have themselves a good night.
