Got it germinating for 24 hours. Root is 1cm long and seed head is just can be visible in the whole.
Should i put water droplets on top of the seed head? Under my calculations it should sprout by morning and goes under the lights!

If the plug is still moist, leave it be.

Take it out of that solo cup, needs aeration and the water to evaporate or you will risk root or seed rot …
