Because hash and cost of extraction.
Fantastic to see how every country has slightly different way to do it.
For example we will never used weed as filter 
The filters weed could be a spliff when desperately without anything.
I discover very old that spliff is what I called all my life joint 
Now I won’t do joint without tobacco ( although their mix with hash its religious)
