Not an air pump per se, but take a look at this:

Here is an experimental set-up utilizing “slucket buckets” in a, more or less, DIY configuration. It’s quiet. Injects air via a venturi due to the natural pressure differential formed by the pump. The needlewheel pump impeller helps to make for fine air bubbles. No compressor noise / buzz.
