From my experience most of American nurseries that send to Europe use private carriers like UPS, FEDEX, etc…
It always go by customs, even with express
Sometimes customs see what it is. They don’t know if it’s hemp (legal) or cannabis (not legal) but they resend to USA because all plants need a certificate to enter in Europe.
Not only cannabis but all type of plants.
Customs say it’s to avoid transmitting diseases via plants between continents.
