The Caviar Gold he sells in pre-rolls are suppose to be dipped in hash oil and then rolled in kief. And that is supposedly how he is coming to that THC percentage.

Looks to me, if it was that high THC content, it would not be a flower any more. It would be a little pile of sludge with a few leaf tips sticking out.
