Yes in BC there are many such shops. You will pay a slight premium (as they are not federally sectioned to distribute seeds in Canada). I have literally walked into the store and bought breeder packs in Packaging from a lot of “big name” breeders…
Edit: Through the Gov and private dispensaries you can get seeds but the shop mentioned above is a headshop but the same can be said of certain hydroshops here in BC

I wouldn’t worry about it much as you aren’t sending any sensitive information over the internet. All the gritty details are handled by Canada post.
