NY was also decriminalized in that time frame. It was not out of any common sense or sane thinking…… it happened because a politician kid got caught with enough weed that he was going to do life under the Rockefeller laws. They rewrote the law while he was going to court to avoid it.
In NY anything over 10 pounds is max of a C felony 5-15 in prison. This is prior to legalization

it seems to me this is throwing good money after bad. the dogs take a while to train and it costs money. they could just sell already trained dogs to folks who still hunt for pot.

The solution for cannabis smoke in an apartment is the same as it was for tobacco, an entrepreneur needs to open a no smoking apartment. If the market is there it will succed, if the market is not their then it is not a problem.
