I went to Yonge and Bloor today and it was eerily quiet. Not quite a ghost town, but foot traffic is way down.

Now seriously the biggest problem around this virus itās the fact that it takes so long to reveal itself given the 14 day incubation period. Worse, you can be already have it and not have any symptoms.
Classes have been suspended for 3 weeksā¦ but then you see idiots all happy and enjoying the sunshine at the beachā¦when they should be at homeā¦they think they are on anticipated holidays.

Donāt worry, the government is āunleashing the power of the private sectorā to use this as an opportunity to divert public funds to a new test that will help certain individuals make loads of money on emergency funds. Could any of the old tests do that?

I believe that would be one of the powers to deploy the national guard at the national level. Mostly, they have the ability to cut through certain legalities to take quick action including having access to a large rainy-day fund.
States can certainly do this individually if they declare a state emergency.
