Obviously, this is painted with a very broad brush. For example, there’s no way that living “comfortably” in rural areas is going to be less expensive than in virtually any part of San Francisco. What they call “comfortable” I would consider extremely comfortable.
Take this article/chart with a large grain of salt. Don’t forget to hydrate afterwards.

Very interesting. I agree that the term comfortable is mushy in its definition.
This seems to be a straightforward extrapolation of relative costs by state.
