Yes, that looks like a mealybug to me. They are usually simple to control. Inspect thoroughly, remove them (and any downy/snowy looking stuff), along with any damaged tissue. Keep inspecting for awhile for reappearance.

Looks like a mealybug more than a wooly aphid to me but could be either and similarly treated.
Easy to squish and kill, soft body so easy to spray for also.
I mix a tiny amount of isopropyl, h2o2, castille soap, an oil like canola/corn and some essential oil I will change if treating pests over a few weeks(like peppermint, lemongrass, rosemary, any citrus oil, many options to pick), then mix with distilled water and spray all over, under and over, down and around.
You can sub the corn oil for neem if not in flower.
I stopped measuring the amounts awhile ago. But its like 5-15ml for the oil, alcohol, h2o2, and castille soap. 5-10 drops of oils. Mix to make a gallon w/water

I will be inspecting my plants more often and crush the little suckers when I see them.
