I haven’t looked into building my own, I probably have the time but not the inclination… at this point, though, full-spectrum LEDs that rival HID bulbs for intensity at half the wattage seem pretty easy to find. They’re typically a bit more expensive than the HIDs, but you make up for it in electricity after a few months; as far as blurples, not sure there’s any comparison. Granted, I don’t have one of the newer LEDs yet, but the research I’ve done puts their specs at 2-4x your typical blurple.
