In short is it even possible for me to use my 400w in a 2x2x4? Obviously I will need some serious heat mitigation. I was thinking maybe make a hole in the roof of my box and keep the hood and light on top and out of the container. I was thinking maybe this paired with an online pulling air out from the side directly below the level of the light. What are your thoughts?
If the top of your 4’ space is a air cooled hood, it’s very possible.
I’d do ventilation like this
Space->air cooled hood->fan->filter.
Fans are usually far better at sucking than blowing.

Ventilation and ambient room temps are the things you need to consider otherwise a sealed hood
It’s not air cooled but the hood looks like it had a glass cover at one point, I picked it up second hand, maybe I can make a new cover out of plexi
