guessing can be fine!! but for me at the begining after the switch to led. it was a catastrophy. and i feeled like i had never grown a plant before. and switching nuts to self mixed salts didn´t helped much 
and that phone app saved me .

I have always fullpower on from seed to harvest i do this because i need to keep the plants short have only 1mtr hight and the top shelf only 80 cm

I used to run my leds almost at full power too from the get go but this time i didn’t and there was no noticeable difference in growth!

I hung the lamp a bit higher otherwise the spreading isn’t ideal anymore. Furthermore i increased the wattage to 300 watts to compensate this. One plant in the middle seems to have a small problem with the lights.

Week 6 on WFO
I adjust light height to give me par I want
Seedlings 300 to 400
Veg 400 to 600
At flip 750 plus
By week 6 900
Weeks 7 and on 1000 plus , much as I can get without praying .
No meter , crank till they pray , then back off till leafs drop horizontal
