It’s good any time once they’re out of seedling stage and have a couple of nodes going.

Bat guano is great stuff. For those unaware, it takes centuries for bat guano to become high in phosphorus. Fresh bat guano is very high in nitrogen, so careful using it during flowering. Thought i should mention that. There are two bats that live on my porch. Dilbert and skeeter. They leave little presents for me everyday during summer. Wash those hands after!
