Filial generations produce strains that are better for outcrossing. If you assume that any F1 generation has a lot of heterozygous alleles, then those will be perpetuated in a BX breeding program. You can end up with a population of seeds that closely resemble the mother that you BX to, but if the mother had a lot of heterozygous alleles, then so will the seeds.
To me, backrossing is not a technique of stabilization. It is more for the purpose of rapid convergence to a particular mother. It will also not find new recessive traits, which is good or bad depending on your goals.
For future breeding purposes, seeds bred from filial generation crosses should produce more consistent results in later outcrosses.
